Designing and Managing Programs: An Effectiveness-Based Approach (Third Edition) is written by Peter Kettner and Robert Moroney of Arizona State University and Larry Martin, professor of public affairs at the University of Central Florida. The book is Sage Publication's all-time, best-selling social work text (some 50,000 copies) since its original publication in 1990. The third edition was published in November 2007.

The book has been used as a text at many American universities and colleges: Harvard, Columbia, University of Pennsylvania, University of Michigan, Ohio State, Rutgers, Syracuse, University of Minnesota, Boston College, University of California at Berkeley, University of Illinois, Arizona State, University of Texas and others. It has also been used by universities and colleges in the United Kingdom and Spain.
